Gilroy Police Chief, Scott Smitte said that some witnesses had reported that someone might be suspect, but officials were not sure that the other person was busy shooting.
Officials did not release more information about suspects or identities of victims. The police chief said that the motive behind the killings was not clear.
"This is one of those press conferences that you never want to give in your community. It's like a nightmare that you never expect to be in reality, but we find ourselves in those situations where we have to live it today. "

Images and videos posted on social media show a misleading view.
Shooting took place near the end of the Giloy garlic festival, which was celebrating the garlic industry of the city in a three-day event in the south of San Jose.
Founded in 1979, this festival revolves around the famous crop of the region, which contains garlic-inspired foods, drinks, live entertainment and cooking competitions. It is hosted by volunteers and describes herself as the world's largest summer meal festival.
A few hours before the shoot, the people who went to the festival were still visible by busload, in the middle of the outdoor Christmas Hill Park under a bright sunshine milling and garlic smell.
Parents drew garlic ice cream to their toddlers because families hung themselves under the shade of trees and fan themselves in the heat. Women danced on live music, while others took the taste of garlic, fries, garlic pasta, garlic bread and garlic shrimp.
The videos posted on social media appeared to be confusing in the festivities, because at least one loud popping sound could be heard in the background.
Officials said the gunmen used "some type of rifle" Any kind of arms are banned in Christmas Hill Park, and the security personnel checks the bags. But officials said that the gunman was seen passing through a canal and entering the festivities through a perimeter fence.
The 13-year-old Ewan Reyes told San Jose Mercury News that at first she thought that the bullets had fireworks. But then he saw someone with a wounded foot.
Reyes told the newspaper, "We were just going and we saw a man wrapped around his leg, because he was shot." "A small child was hurt on the ground. People were throwing tables to get out and cutting the fences. "
Band Tin Man singer Jack Van Birin told the Associated Press that he saw a man wearing a green shirt and brown hawk, who looked like an assault rifle in his throat in the fire area.
Van Bryan and other members of the band dive below the stage. Van Breen says that he heard someone shouting: "Why are you doing this?" And the answer was: "Because I'm really angry."
The shooting was wrapping in the form of a festival for years.
California Governor Gavin Newzom said that his office was closely monitoring the situation. "It's not less than frightening," said Newsmom.
This is nothing short of horrific. Tonight, CA stands with the Gilroy community. My office is monitoring the situation closely. Grateful for the law enforcement’s efforts and their continued work as this situation develops. https://t.co/GrtHjtCEz7— Gavin Newsom (@GavinNewsom) July 29, 2019
